Two years ago, Dave Hopkins asked his fans to help design costumes for his story arc "The Princess of Hell's Highlands".
After asking Dave what he had in mind for the Ministers, I tried drawing similar but different costumes and characters. Since they were very important people (at least in standing if not plot), I thought something vaguely military would be good.
